Thomas McGuire is an Economist and Vice President with Group ATN Consulting. He specializes in economic analysis, financial analysis, qualitative and quantitative research, public sector program analysis and evaluation as well as socio-economic impact studies. Thomas has extensive experience in labour market matters. He was a co-lead in the evaluation of the joint pilot project undertaken by the Nova Scotia Departments of Community Services and Labour and Advanced Educations’ Assisted Job Search Program.
Thomas is also presently involved in a large and complex study of the labour market trends in the Industrial, Commercial, and Institutional Construction Sector. He conducted an evaluation of the Memorandum of Understanding (MOU) between the Atlantic School of Theology and Saint Mary’s University, a review of the SkillsUp! Program, the Start Program and the Sector Council Program. He is also providing a support role with the Department of Labour and Advanced Educations’ Sandbox initiative, providing project monitoring, reporting and performance evaluation related services.
Thomas is experienced in the design, analysis, and presentation of quantitative data from surveys and other sources. He is skilled in program evaluation, survey design and analysis, primary research, public consultation, statistical software applications and analysis, and impact modelling. He has conducted evaluation research for all levels of government and for non-governmental organizations and has participated in more than 300 projects over the past 20+ years.
Thomas has a Master of Arts (Economics), Dalhousie University, NS, a Bachelor of Arts (Economics), Dalhousie University, NS and is a member of the Canadian Evaluation Society.
